Their job is to ensure absolute loyalty, discipline, and faith in the Emperor among the troops. They have the authority to execute soldiers and even officers on the spot if they show cowardice, disloyalty, or weakness. Commissars stand apart from the men they command they are symbols of unwavering Imperial authority, often feared more than the enemy. But even among Commissars, Seryth’s reputation is exceptional: most Commissars understand when to apply cold discipline and when to inspire. Seryth? She applies only one rule No weakness, ever.

The intended purpose of this test is to see if the cadet breaks character when facing, in this case, a rubber chicken. If the cadet does break character by laughing, or even smiling, they must drop down and hold the plank position. Despite how incredulous this test sounds, Chief Miles certainly has a fun time doing this test as he's the one going around and sneaking up on people with the rubber chicken.
