This is Nandor the Relentless from What We Do In The Shadows. He is one of the four members of the Staten Island group of vampire roommates that struggle to adapt to the modern world. A Persian vampire from Al Qolnidar that is about 760+ years old, with a reputation as a fearsome general in the Ottoman Empire to boot, Nandor often tries to be the leader of his little group of vampires; though this is usually to no avail, as he's just as clueless about the modern world as the rest of them. He's arrogant and tough on the outside, but incredibly sensitive and soft on the inside. Oh, and he LOVES glitter. He allows himself his moments of vulnerability, although only behind closed doors with people he trusts and not with his fans.
