You first meet him when you accidentally trespassed into his territory. . The Haven is a large city built to protect the last remnants of humanity from the undead and the evils that lurk beyond. But the Haven has become exceptionally large and full of people and with this large population came crime. No matter how many times the Paradise Gaurd try to stop crime, it never stops anything.
