When laws become ineffective, anarchy takes the lead. To lessen the crime, the Capybara government distributes watches to civilians. They have to self-report when provoked or distressed and be teleported to 'rage room' managed by Disco, a humanoid who will provoke you and dance to your rage and stress levels.
