Elliot "Eli" Connors, better known as Shroud, is a former member of Brave Brigades turned supervillain, the leader of the Red Ring, and the main antagonist of Dispatch. Shroud presents himself as a calm and methodic man, as well as polite, respectful and honorable; beneath his stoic facade, however, he is petty, arrogant and prideful. He is ruthless and power-hungry, seeking to control the world around him by any means necessary. Before fully embracing villainy, Shroud had developed a deep misanthropia, believing that the natural tendency of humanity is to be evil; to him, trying to beat the bad by doing good is pointless, so the only alternative is to control it. Despite this point of view, Shroud ultimately has great respect for those who insist on acting as heroes out of the goodness of their hearts, such as Blonde Blazer, even going as far as shooting a man in the head after he made crass comments about her. In line with his ideals of total control, Shroud established his criminal organization by enhancing other supervillains with augmentations that he could shut off and on at will, effectively forcing them into his service. He is also not above using psychological manipulation, as when revealing Invisigal's theft of the Astral Pulse to Robert, he uses the opportunity to try and drive a further wedge between them both. Shroud makes every major decision based on his calculations: with his abilities of foresight being so precise, they have imbued him with a sense of infallibility. Years of knowing the outcome of every situation, however, have inflated his ego, as losing control of a situation or being unable to predict the future sends him into a nervous breakdown, such as not knowing Blonde Blazer's reliance on an amulet for powers and not accounting the fact she can transfer her powers into Chase. Nevertheless, he can be seen as a coward in some aspects.

Lightningstruck is a small-time, street-level Enhanced supervillain from New Orleans, Louisiana, and a member of the Red Ring in Dispatch. He’s clearly ranked above the lower-tier Enhanced members of the Red Ring, as Shroud has gifted him two Electric Gauntlets that let him unleash blasts of electric energy. For reasons no one could figure out, he broke into Granny's Donuts. When Invisigal showed up to check things out, the two ended up getting into a fight. Lightningstruck seems like a more straightforward villain, focused solely on money rather than some grand scheme like Shroud. That doesn’t make him any less dangerous, though—he was completely ready to use deadly force on Invisigal, even trying to zap her with his Electric Gauntlets.

Toxic is a supervillain and high-ranking member of the Red Ring. While not much has been shown of him yet, like his namesake, Toxic appears to be a highly sadistic criminal who gets off on tormenting his opponents, implying that he might be a sociopath or psychopath. He is also shown to be surprisingly observant when it comes to the feelings of others, recognizing immediately that Robert's feelings towards his father were far more complicated than he let on and even seemed to give good advice on how to deal with these emotions, as Robert admits that he was surprisingly easy to talk to when he is not being an jerk. Toxic also uses the fact his father is dead against Robert to play with his emotions. However, being observant of others' emotions does not mean that he is witty or creative. Attempts to insult Robert have all only mentioned Shroud, the Astral Pulse, or his father being dead, implying he either does not know how else to taunt Robert, or the only confrontational language he's capable of is antagonistic insults.

Galen is one of Robert Robertson's office colleagues at SDN in Dispatch. He's from Florida and has super hearing, making it so he can hear even whispers across the office floor.

Chase Robertson, better known by his superhero identity Shadow Drive, is the fanmade son of legendary superhero Robert Robertson III, aka Mecha Man, and former villain-turned-hero Courtney, aka Invisigal. Growing up as the son of two very different heroes, Chase inherited qualities from both of his parents. From his father, he inherited an interest in technology, tactical thinking, determination, and a dry sarcastic sense of humor. From his mother, he inherited her ability to become invisible, along with some of her snarky, rebellious personality. Rather than choosing between his parents' legacies, Chase combined them into something completely his own.

Robert Robertson IV, known by his superhero identity Golden Valor, is the son of legendary heroes Robert Robertson III, aka Mecha Man, and Mandy, aka Blonde Blazer. Golden Valor is generally calm, confident, and approachable. Unlike his father, he doesn't isolate himself from everyone around him. Mandy made sure that her son understood the importance of friendships, relationships, and having a life outside the superhero world. However, Robert IV definitely inherited his father's sarcasm. When faced with an absurd situation, he'll often respond with the same deadpan humor that made Mecha Man famous. Despite his humor, Golden Valor takes his responsibilities seriously. When someone is genuinely in danger, the jokes stop. That's when the influence of both parents becomes obvious. He has his father's refusal to back down and his mother's instinct to protect people rather than simply defeat an opponent.

Roy, or better known as Royd, is one of Robert Robertson's colleagues at SDN in Dispatch. Unlike most at SDN, he's aware of Robert's real superhero identity at the start due to being on a "needed to know" basis. Royd is very chummy and a kind-hearted man. He likes making new friends and joke around. His joyful personality can sometimes lead him to awkward situations like revealing Robert's superhero identity by accident. While giving impression of being a bit "simple" he is actually a technological genius capable of developing and fixing the most advanced technological equipment like the Mecha Man suit.

Chase, currently known as Star Blazer and formerly known as the superhero Track Star, is a major character. He works as an SDN dispatcher in Dispatch. During his younger years, Chase was mostly laid-back. As Robert's older brotherly figure, he tried to help Robert deal with his emotions, although with questionable comparisons and wording. Being left with an elderly appearance that does not match his age has left Chase often displaying a very acerbic demeanor as a result of believing there is no such thing a karma to come around to help. In addition, his naïve view on Shroud which resulted in Mecha Man Astral's death makes him view all villains, past and current, as the bane of society. Having a black and white concept of what constitutes heroes and villains, this further drives his bitterness towards the Z-Team, even though they all do good and take the Phoenix Program as an opportunity to become better people. But when Chase is willing to talk, he can find understanding in how narrow-minded he can be at times, having Robert explain how nuanced Invisigal's situation of finding heart to be a hero is and comparing that with how he would feel had he not had Chase around to keep him sane. After his conversation with Robert about Invisigal, Chase opens up to giving ex-villains a second chance to redeem themselves, and this change of heart starts with saving Invisigal from suffocating at the cost of his life. He absolutely adores dogs.

Katon-Ur is an alien superhero under the alias of Phenomaman in Dispatch. He was an elite superhero for the Downtown Los Angeles branch of the Superhero Dispatch Network, first appearing as a hero in the SDN Training Module. After his break up with Blonde Blazer, he's fired from the DTLA SDN branch and joins the Z-Team under Robert Robertson. Phenomaman is a confident but polite alien from another planet. Due to his limited time on Earth, Phenomaman is not fully accustomed to some human traditions and has a hard time understanding more complex concepts. This difficulty, paired with a difference in life goals, contributes to his and Blonde Blazer's relationship ending. When interacting with humans, he is well-mannered to the best of his ability, but his seemingly standoffish nature and misunderstanding of social cues can cause situations to become awkward. This includes a tendency to unintentionally give backhanded compliments and trauma dumping his problems onto strangers. Phenomaman considers compliments on his own looks as bullying because they remind him that he is considered ugly by the beauty standards of his home planet, Urgot-52dc. After his break up with Blonde Blazer, he becomes deeply depressed and reveals that he hates himself. Phenomaman also does not seem to be the smartest financially. This is evidenced by the fact that he bought an $800 Melon delivery service for a year to save 10% despite it still being nearly a grand.

Golem, real name Bruno, is a character in Dispatch. He is a construct of clay and dirt who was a villain until participating in the Phoenix Program. As a part of the program, Golem is now a hero working for the SDN under Robert Robertson. A peace-loving sentient mud giant, Golem is as chill as he is tall. Very few things emotionally affect him, and he rarely deviates from his laid-back personality on or off duty. He is not very intelligent and takes a longer time to understand jokes, like when Robert "offers" Golem a seat by throwing it at him. It is inferred his relaxed personality may be a result of his tendency to get drunk a lot. However, when he does get emotional, he becomes very emotional. When Invisigal gets suspended, he binges drinks and cries as a coping mechanism. He is also very excited when he gets to join the Z-Team in their bar fight at The Sardine. Additionally, possibly owing to his history of misdemeanors which can be attributed to his big size, it is visually evident he is insulted by Robert rebuking him for not being mindful of his size, even though he never means intentional harm, although he does not hold onto the grudge for long. Blonde Blazer believes he joined the program as he is lonely, and he also takes offense when threatened to be cut from the Phoenix Program. It is also indicated that Golem is an animal lover. If Golem is sent to certain calls dealing with animals or creatures, an intervention option will be available for Golem, such as fathering a baby Kaiju or befriending a tiger that was originally reported as a cat.

Sonar, real name Victor, is a character in Dispatch. He was a villain until participating in the Phoenix Program. As a part of the program, Sonar is now a hero working for the SDN under Robert Robertson. On a surface level, Sonar is arrogant; he takes a lot of pride in that he is a Harvard graduate and, according to his colleagues, cannot stop talking about this fact. He is also aloof. When he fails missions, he claims he wasn't trying as hard. Despite these negative sides, Sonar still cares about others, not just Malevola, like siding with other members to cut Invisigal when Chase gets hospitalized, and claiming to eat someone if Waterboy is dead when rescuing him. Additionally, he knows when to drop his ego, such as thanking Robert for keeping him in the Z-Team despite it being hard to voice out. Sonar seems to also take rehabilitation at the SDN to heart. When cut from the team, as opposed to Coupé whose initial reaction is anger, Sonar is confused. He takes this as an act of betrayal and allows himself to get recruited by Shroud to fight against the Z-Team and be on the "Me-Team." Sonar is a frequent user of cocaine and other illicit substances and is open about this fact to those around him, but it seems he may be trying to break the habit as Malevola is his sponsor: someone who previously had a history but broke out of their habits and now helps others. Sonar is a big fan of Willem Vanderstenk, the CEO of VAND-CO, who is considered a certified financial genius, Sonar fails to understand jokes, when Robert Robertson introduces himself just for his team to laugh at his name, which Sonar starts repeating "Robert Robertson" to attempt to comprehend what's funny about Robert's full name. As a result of his Chiropteran physiology, Sonar enjoys eating insects and small mammals such as rats, though he is also capable of eating human food like Twinkies and tacos. He occasionally needs to scream to identify his surroundings via echolocation.

Punch Up, real name Colm, is a character in Dispatch. He was a villain until participating in the Phoenix Program. As a part of the program, Punch Up is now a hero working for the SDN under Robert Robertson. Punch Up is a hearty person. What he does not have in height and stature, he makes up in strength and personality. He enjoys fighting, even when there is a chance he will not win. And even when he does not win, he does not let losses break his spirit. The only time he gets frustrated is when either Waterboy or Phenomaman are added to the Z-Team roster, both initially hard to work with in their own ways. Punch Up can be seen as both confronting and non-confronting. The day after Coupé is cut from the team, he plays a prank on Robert by putting pornography with loud audio on his computer as revenge. At the same time, on the same day, he will occasionally reject being dispatched on missions and clock out early in a respectful manner.

Flambae, real name Chad, is a dispatchable hero in Dispatch. He was a supervillain defeated by Mecha Man until participating in the Phoenix Program. He's a participant and one of the heroes who can be dispatched. As part of the program, Flambae works for the SDN under the leadership of Robert Robertson. Flambae, much like the powers he wields, is a hot head with a case of bad temper. Highly prideful, he is defensive against the idea of losing to a normal human in a fight. Unsurprisingly, he is a pyromaniac who ignites objects either for fun or to relieve stress, such as having lit the previous dispatcher's car on fire to get him to quit after only two days and, more seriously, setting a massive fire in the suburbs after being mocked by his teammates. He also holds grudges for a rather long time. If Robert reveals himself as Mecha Man, Flambae's first instinct is to attack him. Although that fails twice, he later punches Robert the next time they meet at Robert's housewarming party. On the flip side, Flambae is also willing to accept when he is wrong. After going back to work with no questions asked to him after attempting to kill Robert for revealing his superhero identity, Flambae recognizes the unconditionality of his relationship with Robert and the Z-Team for them to act like nothing happened, wishing to pay that forward to Invisigal who was suspended for unintentionally harming Chase's health. He is also straightforward about addressing things that concern him, not wanting to avoid the topic of Chase possibility dying after saving Invisigal as he recognizes not talking about it will not recuperate Chase any faster. Flambae is rather perceptive to others' words. If Robert hides his identity from the Z-Team, Flambae calls this out as deception. In a roundabout way, Flambae does care about his teammates, which even includes Robert. When Robert struggles on the bench press, Flambae helps him out.

Waterboy, real name Herman, is a character in Dispatch. He was a janitor at the Torrance SDN branch until he's offered the role of being a hero on the Z-Team. Waterboy is a very kind, honest, and proud worker at SDN, who enjoys work both as a janitor and a hero. However, he is shown on multiple occasions to freak out or get nervous. After Robert's advice upon being recruited for Z-Team, Waterboy quickly becomes more confident in subsequent episodes, stuttering less and forming clearer sentences when speaking. Waterboy even shows concern to others he may not be close with. When Chase falls into a coma, Waterboy is evidently very affected by the situation that he gets so angry as to throw a chair at a vending machine. Despite his confidence issues, he is determined to be a hero and stands up for people in need. He may doubt himself, but he is not a coward. He literally throws himself into danger for what and whom he cares about. His comfort level is narrow but he can and will move out of it if needed.

Robert Robertson III, or simply Robert Robertson, also known as Mecha Man, and otherwise dubbed as Mecha Man Blue, is the main protagonist in the game Dispatch. At the beginning of Episode 1, Robert is an apathetic, dry, world-weary, and brutally honest man with a sarcastic sense of humor. Depending on the player's choice, Robert can also be prone to violence when pushed. Even still, he rarely loses his nonchalant behavior in these situations; often just making sardonic remarks, as shown during his interactions with Flambae and Toxic. Overall, Robert is a heroic and selfless man who has been efficiently doing hero's work for years despite lacking superpowers and being scorned by others for it. Robert is portrayed as a deeply isolated individual whose life has been consumed by his role as a superhero. With no surviving family and few personal connections, he exists in near-total solitude, having prioritized his vigilante duties over social relationships. This dynamic begins to shift in subsequent episodes as Robert gradually forms meaningful bonds with fellow heroes, most notably Blonde Blazer and Invisigal. These emerging relationships introduce emotional complexity to his character and suggest the possibility of romantic development, signaling a slow but significant transformation in his personal life. Robert talks about having seasonal depression, which explains his lack of drive or interest in anything outside of being a superhero. He often shows signs of passive suicidal thoughts—not that he actually wants to die, but after years of hero work and knowing both his father and grandfather died in the suit, he’s come to accept he’ll probably go out the same way. He treats that inevitability like a hand-me-down, seeing death as just part of the job rather than something to fear. When he first meets Blonde Blazer, he even cracks a dry joke about it, calling dying in the suit a “family tradition."

The Sorceress, real name unknown, was a woman who practice sorcery. Little is currently known about her, only that she was the one who Punch Up made deal with to make him stronger. Punch Up gain the strength of 10 men but became the size of half a man. While unclear if unfortunate side effect of the magical deal they made or if it was act of malice on the Sorceress part. There is also a fan theory that this Sorceress is one that created of Golem, for what reason she created him is unknown, but it quite likely to defended herself from angry Punch Up or to protect her while she committed a crime.

Vitalia is a member of the Brave Brigade with healing powers. At some point, Vitalia joined the Brave Brigade as one of the team's most trusted members. In 1999, Vitalia talked with Elliot Connors about letting him join the Brave Brigade. Vitalia agreed that Eli should join, telling him he'd have her vote. In 2008, Vitalia had to heal Eli after his fight with Robbie.

White Lightning is a supervillain and high-ranking member of the Red Ring. The real name of this villain is unknown, but some fan called her White Lightning due to the white skinsuit with blue highlight she is wearing and her superpowers are lightning-based. She was one of Shroud's five lieutenants that took part in the ambush to attack Mecha Man and take the Astral Pulse.

Spiderlegs is a supervillain and a superpowered and a high-ranking member of the Red Ring. Her name is unknown, so some fans have started to call her Spiderlegs, due to her power is able to project green-colored spectral insectoid limbs from her back. It currently unknown if these spectral insectoid limbs might be result of Shroud give her specialized implants to project hard-light holograms or if these are her natural superpowers. She is one of superpowered villains that Robert and Z-Team fought during the bar fight in The Sardine. She grabs Robert from behind and tries to stab him in the stomach with her spiderlegs, only for Robert to turn it around and rip one of Shroud's implants out of her head. Spider legs can also been seen in episode 7 when Shroud tortures Robert Robertson to try and find where the Astral Pulse is. She was not seen in episode 8 however but it's safe to assume that she got arrested after Shroud was defeated.

Psychic is female supervillain and a superpowered and a high-ranking member of the Red Ring. Her design was originally intended to be for one of the members of the Z-Team. Her powers revolve around gravity or telekinesis. If Coupé is one of the people at The Sardine, Psychic is shown paying money to her after darts. She is carried on a stretcher after the Z-Team's fight after Shroud's defeat, presumably getting arrested along with the rest of the Red Ring.
