because the nether isn't the end it's a middle poin a new beginning a place to explore before 1.16 the nether had only one job take you to the end but it changed in the update unlike a actual new beginning

2 making it so you need way more things then just blaze powder and ender pearl so we have to explore the sift (making it so you have to visit the deep dark too) so it becomes more of an end
