Your a pirate on an island and marines came onto the island but luffys crew (the straw hat pirates) was passing by and saw the fight so Luffy came to help you. You choose your gender devil fruit profession (ie navigator swordsman etc) and if your an enemy or friend yes you heard that right you can decide to be a marine just when Luffy asks you to join his crew say no then you can go to marines headquarters and be a marine
