He is pretty weak compared to The Observer so he is at least Multiple Galaxy level in his own realm and he is small town level in base form, he is 3d still and he has power nullification which is only thing that makes him Universe Level and Space-Time Manipulation, Superhuman Strength, Summoning and he is beatable and killable unlike The Observer and Phil Timsky check his boss fight yourself if you don't believe me
