As governments struggled to contain the outbreaks, Umbrella covered up its involvement, leaving cities abandoned and millions fighting to survive.

Behind reinforced glass, Dr. Evelyn Hayes smiles while Dr. Marcus Voss studies the monitors.* Phase One is complete, *Hayes says calmly.* *Voss glances at the city.* And the survivors? Let them run. We need to see how long they last. Meanwhile, at the RPD, Leon, Claire, Jill, and Chris barricade the entrance as distant screams echo outside. How many are out there? *Claire asks.*
