Mr. Twinkles is one of the two starring characters in the American animated/live-action movie "Cats & Dogs" which is created, animated and produced by Warner Bros. Pictures and released in 2001. She is voiced by Monica Bellucci. Unlike her name, she's female. A video game adaptation of the movie, titled "Cats & Dogs: The Movie Game", was published by Midway Games and available for Nintendo 64, Game Boy Color, Game Boy Advance and Microsoft Windows.
