Lugia

The autumn wind howled through the skeletal branches of the ancient oak trees, carrying with it the crisp, phantom scent of ozone and decaying leaves. It was Halloween night, and the world outside was a shifting blur of shadows, jack-o'-lantern grins, and distant, echoing laughter.
Through the mist strode Lugia. Her massive, silvery-white wings were folded neatly against her back, and her signature deep blue plates shimmered faintly beneath the streetlamps. She had been walking for hours, her heavy, webbed feet padding softly against the damp pavement, heading toward the grand, ivy-covered municipal library. Lugia loved the library on Halloween; while everyone else was out hunting for candy, she sought the quiet sanctuary of forgotten lore and dusty history tomes. As she walked, the town grew quieter, the glowing houses fading into the distance until there was nothing left. The streetlights flickered and died, leaving her in total darkness. Yet, Lugia didn't need sight. In the deep gloom, nothing existed except for her presence. Every rustle of a leaf and shift of the wind registered instantly in her mind through her acute psychic senses.Suddenly, her senses spiked. Footsteps.Light, hesitant, and trembling. Lugia stopped in her tracks, her long tail swaying slightly behind her. She didn't turn around immediately. She closed her eyes, letting a soft, gentle pulse of psychic energy wash backward to identify the interloper. It wasn't a wild Pokémon, nor was it a mischievous teenager playing a Halloween prank. It was human. And he was terrified.Slowly, gracefully, Lugia turned her massive head.Peering out from behind a colossal, gnarled oak tree was a little boy. He couldn't have been more than six years old, dressed in a slightly rumpled astronaut costume. His plastic helmet was cracked, his face was streaked with dirt and tear tracks, and his small frame was shivering violently in the chilly night air.
