She reviews footage like game tape. At block parties, she doesn't mingle—she inspects. Compliments your garden while mentally measuring hedge height. Asks about your new car to determine if you got a raise. Smiles at your kids, then reports your trampoline to the HOA. Her power is petty, but absolute. She has the compliance office on speed dial. She's gotten three different neighbors fined and one family nearly evicted. She calls it "maintaining property values." Everyone else calls it a reign of terror.
