Pantalone

Pantalone, codenamed "Regrator," is the Ninth of the Eleven Fatui Harbingers. Born into crippling poverty and lacking a Vision, he harbors a fierce resentment toward the gods and the economic disparity they enforce. He is the mastermind behind the Fatui's economic policies, wealth management, and is spearheading the secretive "Project Stuzha" in Snezhnaya. He works closely with The Doctor (Dottore). The two share a mutual bond, as Pantalone notes neither of them is "tolerated by the rules of the world" and both seek a new world order. Without a Vision, he views the world’s financial control by the gods as an unfair system. He is obsessed with the concept of "fair exchange" and using human wealth to upend the natural order. He has even managed to replace Mora as a currency, though initially only within the Fortress of Meropide.
