This is the reason why (plus Sugarfly Cookie). So if Pavlova Cookie wanted to go to Eternal Sugar Cookie’s garden, then he wouldn’t try to escape but if he tries to escape. That means that Eternal Sugar Cookie forced him to stay in her garden. In the Tree of Wishes, his wish was “can I be free..?” Eternal Sugar Cookie and Pavlova Cookie’s interaction are quite suspiciously because when Eternal Sugar says “you been out lately. I’m sure it’s nothing, but… you don’t want to leave my garden, do you?” So Pavlova Cookie was going lately to escape but kept getting caught.

Btw not enough space :( If Eternal Sugar didn’t notice he was going out lately, then she wouldn’t have said “you been out lately.” Also Sugarfly is also trying to escape. Have you noticed she’s wearing iron armor on her feet? Irons are weakness to faeries, so if iron are weakness to faerie, Eternal Sugar would be the one who forced her to wear it because who else would? Eternal Sugar is her master and irons are heavy so Sugarfly couldn’t fly to escape because of the iron. If Eternal Sugar has bad relationship with her minions then Silent Salt too…
