This is Penny the platypus a fan made character from phineas and ferb. Penny the Platypus is Perry the Platypus's female counterpart in who is also an agent from a parallel universe. She was intended to be Perry the Platypus's sweetheart by Heinz Doofenshmirtz, but she just became friends with him, and helped Perry defeat Doof and decided to stay in the universe as a O.W.C.A agent.
