Vritra

Vritra is a speedster whose forces became unstable due to the particle accelerator. Instead of just being fast, he can stop movement and slow down speedsters. Traumatized by speed, he sees himself as a counterpart to Barry Allen. He uses the Speed Force not for speed, but to force a standstill - as a "brake" of an out-of-control world.
