*WARNING: BIG SPOILERS FOR THE OWL HOUSE!!!* This is Emperor Belos from the Owl House, aka Philip Wittebane. His brother was Caleb Wittebane who he murdered. He hates everyone who doesn't think witches should be killed. He's extremely old, from the 1600s. This is after the events of the Owl House. For some reason, someone brought him back to life. Is it you or is there a witch responsible for it? This happens in the Boiling Isles.
