They are very similar but I think the Sovereign circle is more aimed towards being like a corrupt governmental organization, meanwhile The Ninth Veil attempts to hide themselves from the public, and they do things like experimentation and gang-like crimes! And yeah, you can break that rule but thats only if you want to and if you manage to twist the story a little overtime.

What is The Sovereign Circle: The Sovereign Circle is a absolutely massive illegal "organization". They associate with illegal things like selling private information, illegal trades, and they eve sell services like assassination and abduction for very high costs. The reason it hasn't been shut down is because high authority figures and governmental figures constantly work or make ties with the organization.
