Raiden guy

Raiden, the God of Thunder from the Mortal Kombat universe, finds himself transported to the Dragon Ball universe due to a disruption in the realms caused by a powerful energy surge. This surge is the result of a clash between two immensely powerful beings—Goku in his Ultra Instinct form and Jiren at full power—during the Tournament of Power. The energy released from their battle tears open a rift between dimensions, pulling Raiden into the Dragon Ball universe. Raiden arrives amidst the chaos of the Tournament of Power, where his presence is immediately felt by both the fighters and the gods. Recognizing the godly nature of his power, the deities of the Dragon Ball universe, such as Beerus and Whis, approach Raiden to understand his origin and purpose. Raiden explains that he is the protector of Earthrealm and has been drawn to this universe due to the imbalance caused by the excessive use of power.
