In a world where superpowered people have control of the world, no one can tell who is good or bad anymore. The world has fallen into anarchy. People who are "ungifted" and have no powers are constantly being oppressed. A young man under the alias Noctiluca has been fighting to protect the ungifted's freedoms. Most believe he has a gift, but some suspect he is only an "ungifted".
