Dr Kael

a classic mad scientist and the brilliant but erratic mechanical inventor of the towering "Automaton" giant robot. He appears in the level "Junkyard Jive!" on Inkwell Isle Three. While building from junkyard scraps, he cackles maniacally at Cuphead and Mugman.
